many times when I try to list the agency and it's a new-to-me agency, it does not give me the option to add the agency.

To add a new agency to your workspace, type in the agency's name and then strike "Enter" on your keyboard. That's all you have to do, and the agency will then be there for you moving forward. There is no "add" button or anything else that you have to click.
